Representative for investors, Mr. Korumuri Shimmura, General Director- Nghi Son Refinery and Petrochemical LLC; Ms. Vo Thi Thanh Ngoc - Deputy General Director and all contractors’ representatives.

Nghi Son Refinery and Petrochemical Complex is the national key project in Vietnam with a total capital of US $ 9 billion, in first period, the capacity around 200,000 barrels per day (about 10 million tons of crude oil per year), at the same time, it distributes other products of the Complex. The project is built on an area about 1,300 hectares of which it is 440 hectares onshore and 860 hectares offshore.

This project will be a complex of refinery and petrochemical with the most modern technology in the region and also a project in special category promoted investment by the Government. The project signed an EPC contract (design - procurement of equipment and construction) on January 27^th   2013. The dredging of marine works is the first effective contract. The dredging of marine works is an important package in Nghi Son Refinery and Petrochemical Complex. The scope of works includes dredging channel side and waterway of Nghi Son Refinery and Petrochemical Complex, ensuring the safety of vessels 30,000 DWT entering and leaving the port. The total dredging volume 9 is expected over 11 million m3.

Participating in Nghi Son Refinery and Petrochemical Complex is a group of reputed companies in the field of petroleum: Vietnam National Oil and Gas Group (PetroVietnam), Idemitsu Kosan Co. Ltd., Japan (Kuwait Petroleum International Limited, Kuwait) and MCI (Mitsui Chemicals, Inc., Japan). The Joint-Venture contractors conduct the first dredging and marine works including 03 members: PetroVietnam Technical Services Corporation (PTSC), VietNam Waterway Construction Joint Stock Corporation (Vinawaco), PetroVietnam Construction Joint Stock Corporation (PVC). PTSC shall take the leading role of the joint venture contractor. The management board of the dredging project of Nghi Son Port (headquartered at PTSC Thanh Hoa Port) is the representative of the joint-venture contractors at the construction site to manage and organize the dredging project.

At the ground-breaking ceremony, Mr. Tran Khac Hiep – Head of Project Management Board reported the implementation's project such as: boom demining, backfilling and handing over site clearance, surveying over 285 ha of the bottom and the surface of the sea to carry out the dredging marine works. He stresses that this is an extremely important bidding package to build harbors, routes and channels for heavy and oversized vessels transporting equipment and other construction materials for Nghi Son Refinery and Petrochemical Projects. With the complex terrain, the Project Management Board has coordinated with Thanh Hoa Police and Border to write down detailed plans to ensure the security and safety of the construction offshore. The project will be implemented within 21 months but in the severe weather conditions of the estuary, the actual construction time is only about 14 months.

Speaking at the ground-breaking ceremony, Mr Do Van Hau – CEO and President of PVN emphasized: "Nghi Son Refinery and Petrochemical Project is the biggest project on foreign investment in Vietnam. This work has a tremendous amount of work, and the completion will provide a prerequisite for ensuring the progress of the plan. Therefore, Vietnamese contractors have to focus on construction, ensure the progress, ensuring the environment to make favorable the whole project ". He also expressed his confidence that after 40 months, Nghi Son Refinery and Petrochemical would be completed and become the pioneer economic development of Nam Thanh - Bac Nghe economic zone contributing considerably in the industrialization and modernization of the country.

On behalf of PetroVietnam Labor Union-Ms. Nghiem Thuy Lan officially launched the movement with many slogans: "Maximization of all resources, synchronous implementation of solutions, and completion of the dredging of the port for 15 months, completion of the dredging of the channel to a depth estimated within not more than 21 months ensuring the safety, the quality and the deadline.
