Kick off meeting for Steam Turbine Generator 3 (STG3) Replacement Project with a capacity of 41.4 for Nghi Son Refinery and Petrochemical Plant (NSRP)

On 19^th February, 2025, at Hoa Sen meeting room of PTSC Thanh Hoa office building, the meeting for STG3 Pre-Inspection was held, under the Project of Engineering, Procurement, Construction, Installation, Commissioning and handover STG3 for NSRP.

There was the presence by Project Board at the meeting, including the all parties: Investor - Nghi Son Refinery and Petrochemical Company Limited (NSRP), Steam Turbine Generator Manufacturer Mitsui E&S (MES) and PetroVietnam Technical Services Corporation (PTSC)/PTSC Thanh Hoa Technical Services Company (PTSC Thanh Hoa). This is a significant milestone marking the commencement of the project, with the high commitment from all parties, collaborating together to create favorable conditions to complete the project, ensuring quality to meet requirements of the investor and exceed the scheduled progress.

Previously, on 20^th November, 2024, NSRP and PTSC officially entered into the contract of the STG3 replacement project. The scope of work includes replacing and converting Steam Turbine 113-A-006 with a capacity of 41.4 MW and auxiliary systems. This is a very crucial and strategic project, not only ensuring the supply of electricity for the continuous operation of Nghi Son Refinery and Petrochemical Plant, but also marking an important step forward for PTSC/PTSC Thanh Hoa in the sector of upgrading and converting refinery and petrochemical plants and energy industrial plants.

At the meeting, the parties discussed in detail about the implementation plan for fabrication, manufacturing, quality control, progress of the STG3 cluster as well as the technical plan of the equipment related to the STG3 cluster and the coordination among three parties. The parties participated in the discussion, contributed positive opinions and proposed timely solutions, leading to the effective meeting in accordance with plan.

After the meeting, PTSC kicked-off the project and launched the competition. Attending the program, on behalf of NSRP, there were the presences by Mr. Pham Van Chat - Deputy General Director of NSRP; Mr. Le Nguyen Quoc Vinh – General Manager of the Refinery; Mr. Huynh Minh Huong - Head of Operation Division with key members of the STG3 Project Board and representatives of NSRP divisions. On behalf of PTSC and PTSC Thanh Hoa, there were the presences by Mr. Vu Duc Cuong - Vice Chairman of the Trade Union of PTSC; Mr. Pham Hung Phuong - Director of PTSC Thanh Hoa; Mr. Nguyen Khac Dung - Deputy Manager of STG 3 Project; Mr. Nguyen Thanh Son - Deputy Manager of STG 3 Project and the Board of Management, representatives of official departments, all employees of the STG 3 Project Board of PTSC and PTSC Thanh Hoa. On behalf of MES and Kokusai Commerce (Kokusai), there were the presences by Mr. Mikio Morioka - Manager, Senior Engineer of MES; Mr. Kohei Nishio – Assistant Manager, MES Business Engineer; Mr. Masanori Fukuda – Director of Kokusai.

Having a speech at the ceremony, representative of PTSC/PTSC Thanh Hoa, Mr. Pham Hung Phuong - Director of PTSC Thanh Hoa expressed his respect and deep thanks to the investor NSRP for their trust and cooperation in the project as well as throughout the past time. PTSC/PTSC Thanh Hoa affirmed that all the best resources will be mobilized, the contractor will closely coordinate with the investor and related parties to effectively implement the project in compliance with the commitment.

On behalf of NSRP – the project investor, Mr. Le Nguyen Quoc Vinh – General Management of the Refinery emphasized the importance of the STG3 project in ensuring a stable power source and maintaining continuous operations of the Nghi Son Refinery and Petrochemical Plant. He also stated that the strict requirements on safety, all construction activities must strictly comply with the highest technical standards and safety regulations. Besides that, with its capacity, professionalism and strong commitment, he believes that PTSC/PTSC Thanh Hoa will complete the project on schedule, assuring safety and quality.

Mr. Masanori Fukada – Director of Kokusai, representative for MES and Kokusai affirmed that this is a vital and strategic project. The unit is committed to making strong effort to supply and hand over the 113-A-006 Turbine Cluster to PTSC on schedule, contributing to the success of the project.

On behalf of the Project Board, Mr. Nguyen Khac Dung - Deputy Head of Commercial Division of PTSC, Deputy Manager of STG3 Project, extended his commitment to emulate the implementation of the project with absolute safety, quality, meeting customer’s requirements, efficiency and exceeding the schedule. Afterwards, representatives of all parties performed the Project kick-off ceremony, showing their consensus, determination and spirit of close coordination to successfully implement the project. This ceremony not only marked an important first step but also strongly affirmed the responsibility and commitment of all parties involved in ensuring the progress of project, achieving the highest efficiency and bringing practical value and success.

With high compromise and determination, the whole employees of Project Board strive to complete the project early to put the STG3 generator into operation, ensuring power supply for stable operation of Nghi Son Refinery and Petrochemical Plant and affirming the capacity of PTSC in general and PTSC Thanh Hoa in particular in the field of upgrading and converting for refinery & petrochemical, industry and energy plants.
