At the National Online Conference to research, study and grasp the Resolution of the 13th Party Congress on March 28, Politburo member, Chief of the General Staff of the Vietnam People's Army, Deputy Minister of National Defense Phan Van Giang communicated topic "New Perceptions and New Thoughts on Vietnam's National Defense".

National defense is the task of protecting country by the general strength of the whole nation, in which military strength is the characteristic, the people's armed forces is considered as the core; protect the country, keep the country early, from afar, since the nation is not in danger; ready to defeat all forms of aggressive war if it occurs.

The viewpoint on defense and protecting nation is an important part of the Party's system of viewpoints and revolutionary leadership policies, and is a "guideline" for the entire Party, people and army in performing the tasks protect the country.

In the process of leadership, the Party's awareness and thoughts on national defense and protecting country has been constantly developed and renewed in accordance with the actual situation of each revolutionary period, contributing to the successful implementation of its mission, building and firmly defending the Fatherland in the new situation.

On the basis of a proper assessment of the domestic, regional, international situation and the trend of the times, the 13th Party Congress continued to affirm, supplement and develop the basic views on the tasks of national defense and protecting country in the new era.

Regarding the situation of the world and the region, in the coming years, the forecast of the political and security environment in the world and the region will continue to have complicated and unpredictable developments. Countries adjust their strategies and methods of development to adapt to the new situation. Increasing the defense budget, the arms race is getting fiercer and becoming a popular trend. In particular, a few countries have promoted their military modernization and strengthened their military capabilities with new generations of weapons.

Populism, extreme nationalism, pragmatism, great power of big country in international relations have increased; territorial sovereignty disputes between countries; strategic engagement and competition among major countries; arms race; new strategic space; New types of warfare pose new challenges to peace and stability in the world, the region and the independence, sovereignty and territorial integrity of countries, especially small developing countries….

The 4th industrial revolution, especially the digital industry, has developed strongly, creating breakthroughs in many fields, including the defense sector, creating opportunities and challenges for all countries, peoples. New forms of war appeared, changing the strategic environment. The appearance of modern military equipment and weapons has fundamentally changed the army organization, form and method of war. The advent of cyberwarfare has a profound impact on the national defense and security of the world, the region and each country. Non-traditional security factors, especially terrorism, natural disasters and epidemics continue to be complicated.

In the Asia-Pacific region, Southeast Asia has an increasingly important strategic position, an area of strategic competition between great powers, with potential instability. Disputes over territorial sovereignty, at sea and on islands are tense, complicated and more drastic. Peace, stability, freedom, security and safety of navigation and aviation in the East Sea face great challenges and potential conflicts.

Regarding the domestic situation, after 35 years of innovation, the position and strength, national synergy, prestige and position of Vietnam in the international arena, the people's confidence has been increasingly enhanced, creating new an important premise for the construction and defense of the Fatherland.

However, the career of building and defending nation besides opportunities and advantages, also encountered many difficulties and challenges to national defense.

The four dangers pointed out by our Party still exist. The career of building the all-people national defense has achieved important results but still faces many difficulties and challenges. Therefore, the combination of socio-economic development with strengthening national defense and security in some fields, localities and units needs to be studied and implemented more closely and effectively. Complicated defense issues are becoming more and more public, drastic and direct.

Firmly defend the independence, sovereignty, unity and territorial integrity of the Fatherland

Regarding the new perception and new thoughts on Vietnam's defense, comrade Phan Van Giang said, the 13th Party Congress continued to determine: "Maximizing the synergy of the whole nation and the whole politics system combined with the strength of the times, taking full advantage of the consensus and support of the international community to firmly defend the independence, sovereignty, unity and territorial integrity of the Fatherland, protect the Party , State, people, socialist regime, culture and national interests; maintain a peaceful environment and stable politics... develop the country in the direction of socialism... Set up a plan to prevent the risks of wars and conflicts early and from afar, make efforts to prevent conflicts and wars and tackle disputes by peaceful means in accordance with international law. Resolutely and persistently struggle to firmly protect independence, sovereignty, unity, territorial integrity, airspace and sea; maintain a peaceful and stable environment for development”.

According to Comrade Phan Van Giang, the strength of defending the Fatherland is the strength of the great national unity block, combining national strength with the strength of the times; the country's synergy in terms of politics, economy, culture - society, culture, national defense, security and foreign affairs, the strength of the whole political system and the whole people, under the leadership of the Party, management of the State, the armed forces as the core.

The 13th Party Congress also determined: "Maximizing the synergy of the whole nation", completely unifying the development goal "inspire the desire to develop a prosperous and happy country, promoting the will and strength of great national unity combined with the strength of the times; comprehensively and synchronously promote the renovation, industrialization and modernization; firmly build and defend the Fatherland, maintain a peaceful and stable environment; striving by the middle of the twenty-first century, our country becomes a socialist-oriented developed country".

Our Party determines to defend the Fatherland with the synergy of the Socialist State and the people, under the Party's absolute and direct leadership in all aspects, with unified centralized management and administration of Government. Being consistent in strategic principles and being flexible in strategies in handling situations related to national defense, not to be passive or unexpected, ensuring the initiative in strategy in all situations.

Regarding national defense mission, the 13th Party Congress determined: "Consolidating national defense and firmly defending the socialist Vietnamese Fatherland is an important and regular task of the Party, State and political system and the whole people, in which the people's army is considered as the core".

Affirm that consolidating national defense and defending the Fatherland is an "important and regular" mission, the task of economic development is the central point, but the task of consolidating national defense and defending the Fatherland is not underestimated. Consolidation of national defense is the basis for creating favorable conditions for the central task of economic development; Developed Economy, the country's Growth will be an effective method to protect the Fatherland. This is the basic theoretical point of view that control and stipulates all contents of national defense and defense in the new situation.

Regarding building the all-people national defense, comrade Phan Van Giang stated that the all-people national defense is the national defense strength, based on the political, spiritual, human, material and financial foundation with property of all-people, comprehensive, independent, self-control and self-reliant.
