The first years in oil and gas industry

Difficult days

Vietsovpetro port in the period of 1981-1985.

Since 1976, the Politburo has advocated deploying oil and gas activities in the Southern Vietnam, because after more than 30 years of war, the country is still in difficulty, our ability to conduct petroleum activities at sea. There is no manpower, finance and equipment, so the policy must cooperate with foreign countries, signing contracts to divide Vietnam's petroleum and gas products with foreign oil and gas companies, specifically Bow Valley (Canada), Deminex (Germany), and Agip (Italy).

On November 27th, 1976, after exactly one year of setting up Southern Vietnam Petroleum Company, the Construction Board of Vung Tau Petroleum Services was established under the Vietnam Southern Petroleum Company.

In order to do well the service work for the oil and gas companies Agip, Deminex, Bow Valley, on April 12, 1978, Petroleum Services Enterprise of Southern Vietnam Petroleum Company was established, including: offices and groups of live positioning at Ke Ga locating stations, Phu Quy Island, Thuan Hai province (now Binh Thuan), mechanical group, port management group. The loading and unloading team consisted of 42 people, most of whom were military officer and a 1,000 CV Con Dao tugboat to tow cargo ships in and out of the port.

Minister Thien.D.Dinh and officers found the base location to do petroleum services (1980).

In 3 years (1978-1980), the Petroleum Services Enterprise handled, stored and transported goods for oil and gas drilling service vessels on the continental shelf for 3 companies: Agip, Deminex, and Bow Valley.

Russian and Vietnamese officers together built Vietsovpetro in 1981.

Gradual steps

At the end of 1981, Petroleum II Company (since 1978, to facilitate the coordination and management of petroleum activities off the continental shelf with Agip, Deminex, Bow Valley, PetroVietnam South Vietnam transferred Vung Tau and changed its name to Petroleum Company II) stopped working. In order to prepare services for Viet Xo Petroleum Joint Venture Enterprise and other oil and gas companies, the General Department of Petroleum transferred the Petroleum Services Enterprise to the General Department of Petroleum.

In December 1981, the first train carrying goods from Soviet Union to Vung Tau petroleum port, the goods included cars of all kinds. The next trains continued to dock at the port including tens of tons of cement, steel, office equipment, air conditioners and refrigerators from Soviet Union to serve the operation of Vietnam-Soviet joint venture and its member businesses to build storage areas, rig assembly yards, ports and housing quarters for Soviet experts and their families.

Although on December 31st, 1983, Mikhain Mirchin drill vessel drilled Bach Ho BH.5 well and only discovered industrial oil until May 24th 1984, but from the end of 1981 and early 1982, the components of the rig base was transferred from Soviet Union to Vung Tau petroleum port to assemble the rig.

At the proposal of Mr. DG Gamedov, on July 1, 1982, the General Department of Petroleum transferred the loading and unloading team (at present there were more than 100 people), the port management and the warehouse department along with all equipment, facilities, systems, warehouses, wharves, and operators of the Petroleum Services Enterprise for the Vietnam-Soviet Petroleum Joint Venture Enterprise.

In the first years of doing oil and gas services, despite many difficulties, oil and gas service has gradually formed and developed step by step, becoming a key economic industry in oil and gas activities, meeting the requirements of enterprises in the petroleum industry for foreign oil and gas companies operating on the continental shelf of Vietnam and reaching out to the international market.
