Construction of oil port in 100 days
It is very important that we decide to build ports, manufacturing and assembling drilling rigs in Vung Tau. When Vietnam signed a cooperation with Deminex, Agip and Bow Valley, we did not have oil and gas services at that time. They said that all oil and gas services for drilling and exploration would be used from Singapore. If using the service from Singapore it will be very expensive.

The Politburo and the Council of Ministers and the Soviet delegation met to discuss the Agreement on oil exploration, search and exploitation with the Soviet Union.
Facing this situation, the Government decided to quickly build a specialized oil and gas port and assign Mr. Nguyen Ngoc Son, one of the key officials of the petroleum industry at that time. He soon pledged to complete the port in 100 days, so that the service ships, 10,000 tons ships can go in and out. However, during the construction of the port, there are many ideas that it will surely fail because in many countries, it usually takes a few years to finish one port, and we could not do it in 100 days. I can do it. Therefore, the project was proposed to be suspended for fear that it would be useless. However, before assigning the port to Mr. Nguyen Ngoc Son, Vice Chairman of the Council of Ministers Do Muoi signed a decision which allowed Mr. Early to decide the port construction issues entirely. So when the project was asked to stop, Mr. Soon made that decision and resolutely continued to implement the project. Finally, in 100 days, the port was built, the ship reached the port. After that, foreign oil and gas companies must sign with us contracts to use oil and gas services in Vung Tau.

And, Vietsovpetro leaders did exactly that. When there is something important, even though the night, Vietsovpetro's leaders also called out to Mr. Do Muoi and he was immediately helped to solve the problem. In addition, the Oil and Gas industry has been strengthened by many experienced and motivated officials who used to lead many key projects of the country in the early period such as: Dinh Duc Thien, Nguyen Van Bien, Nguyen Hoa, Phan Tu Quang ...
While working at the Office of the Ministerial Council, in charge of the oil and gas industry, Mr. Tran Quan Ngoc always tried his best to support the oil and gas facility to complete the mission in accordance with his instructions. Mr. Do Muoi: "To the utmost help, must embark to work together, considering it is the common work of the country to do so, to place".
