PVN and PV GAS start construction of one-million-ton LNG warehouse at Thi Vai

On October 28, 2019, at Thi Vai port (Tan Phuoc commune, Tan Thanh district, Ba Ria - Vung Tau province), Vietnam Oil and Gas Group (PVN) and Petrovietnam Gas Joint Stock Corporation (PV GAS) held the Groundbreaking Ceremony for construction of LNG Thi Vai terminal warehouse. National Assembly Vice Chairman Uong Chu Luu attended and performed the ground-breaking ceremony.

The ground-breaking ceremony was also attended by Mr.Tran Sy Thanh - Member of the Party Central Committee, Secretary of the Party Committee, Chairman of the Board of Directors of PVN; Mr.Nguyen Hong Linh - Member of Central Party Committee, Secretary of Ba Ria - Vung Tau Provincial Party Committee; Major General Mr.Le Xuan Thanh - Commander of the Coast Guard Region 3; Mr. Cao Quoc Hung - Deputy Minister of Industry and Trade; Ms. Nguyen Thi Phu Ha - Vice Chairwoman of State Capital Management Committee at Enterprise; Mr. Le Manh Hung - PVN Chairman and members of the Board of Directors Mr.Dinh Van Son and Mr.Phan Ngoc Trung; Mr. Do Chi Thanh - Deputy General Director of PVN; representatives of ministries, agencies and branches; representatives of general contractors, partners, leaders of the Boards, Office of the Group, leaders of PVN member units.

Speaking at the ground-breaking ceremony, Mr. Duong Manh Son - PV GAS General Director said that the LNG Thi Vai - Nhon Trach gas power project chain includes LNG Thi Vai import port project and Nhon Trach 3 and 4 Gas Power Plant Project.

LNG Thi Vai terminal warehouse project is invested by PV GAS with a capacity of 1 million tons of LNG per year, expected to be completed in 2022; Phase 2 with a capacity of 3 million tons of LNG per year, expected to be completed in 2023. LNG Thi Vai terminal is capable of receiving LNG vessels of up to 85,000 tons, the main items of phase 1 including LNG tanks with a capacity of 180,000m3 and technological equipment designed according to Vietnamese standards and regulations and international standards. The total investment of phase 1 is over 285 million USD; After being completed, it will supplement the supply of about 1.4 billion m3 of gas supplied to customers: Nhon Trach 3 and 4 Power Plant, industrial customers, partially offsetting the shortage of gas in the country after 2022.

LNG Thi Vai terminal warehouse and Nhon Trach 3 and 4 Power Plants will contribute to ensuring gas and electricity demand for the key economic region in the Southeastern. For the first time, Vietnam has a power plant using LNG and PV GAS is proud to be selected as an LNG supplier - the first energy source to appear in Vietnam.

LNG Thi Vai terminal warehouse will be an important link in providing renewable gas for gas consumers, including Nhon Trach 3 and 4 power plant chain, with LNG Son My imported port with a total expected capacity up to 10 million tons of LNG per year, the energy demand for the Southern region in the future will basically be met.

Carrying out the pioneering mission to ensure the maintenance of gas supply to recent customers and new power plant projects, PVN, PV GAS and PVN's member units have been actively implemented. a series of gas - electricity projects using imported LNG under the Master Plan for the development of Vietnam's gas industry in the period up to 2025, oriented to 2035 approved by the Prime Minister.

Based on reports and proposals of PV GAS, PetroVietnam Power Joint Stock Corporation (PV Power), PVN and the Ministry of Industry and Trade, the Prime Minister issued Document No. 212 / TTg-CN dated February 13, 2017, in which the planning of Nhon Trach 3 and 4 Power Plant uses LNG (liquefied natural gas) from Thi Vai terminal warehouse and Notice No. 03 / TB-VPCP dated January 4, 2019 determined the principle of horizontal gas price and underwriting output. These are important decisions and directions, which are the basis for PV GAS to deploy the LNG Thi Vai terminal warehouse project and PV Power to implement Nhon Trach 3 and 4 Power Plant Project.

On June 24, 2019, in Hanoi, under the witness of the Party and Government leaders, the EPC contract of a 1 million tons per year LNG storage project in Thi Vai with a total investment of more than 285 million USD has been PV GAS and the consortium of general contractor Samsung C&T and PetroVietnam Technical Services Corporation (PTSC) signed. Shortly thereafter, the parties urgently implemented steps of surveying, designing and preparing construction ground. It is expected that right after the commencement ceremony, the general contractor will conduct the PHC pile driving for LNG tanks - the most important item of the project.

Designed and constructed with the most advanced technology in the world by leading Japanese, Korean and UK contractors, LNG Thi Vai terminal warehouse will be the most modern building in Vietnam in the field of gas which brings the green energy, environmentally friendly.

The groundbreaking ceremony marks an important step in the process of implementing the LNG Thi Vai - Nhon Trach gas power project chain, which is a prerequisite to ensure the success of the project chain.

The completed projects in the operation phase will contribute to stabilizing national energy security, supplementing the shortage of gas and electricity in the Southeast region, contributing positively to the economic growth in the region South East. Especially, this is a step to accelerating the satisfaction of the increasing energy demand for the country's economic development, partly to offset the declining domestic gas production, exploration and search activities, alternative oil and gas sources face many difficulties.

Speaking at the ceremony, Deputy Chairman of the National Assembly, Mr. Uong Chu Luu congratulated PVN and PV GAS for adding an important project to ensure national energy security and also marked a great step forward in the field of Vietnam's gas industry. Mr. Uong Chu Luu affirmed that, along with the increasingly intensive international integration of Vietnam, oil and gas have always been identified by the State as an important economic industry, contributing to stabilizing and developing the land economy. The State will continue to closely monitor and support PVN, including PV GAS, to stabilize and develop to promote the role of the country's important economic sector.

Mr. Tran Sy Thanh emphasized that this is the first project of LNG in Vietnam, which has a special meaning in the field of oil and gas industry, therefore, as a leading bird in the gas field in Vietnam, PV GAS is responsible for maintaining a leading role in the gas industry in general and especially in the LNG sector in particular, Mr. Tran Sy Thanh proposed the leadership of PV GAS and contractors to drastically focus on implementing the project following the plan, ensuring safety, quality and progress.
